Virtually nothing is known about the man who calls himself Capital Eagle. He was sent to apprehend the villain known as Anarky in one his only known mission. The conflict went poorly for the Eagle, who was beaten with ease. During this event, Anarky taunted the Capital Eagle, calling him a tool of the establishment. From this comment, it can be assumed that Capital Eagle is either a government-sanctioned superhero or at the very least an independent who espouses patriotic beliefs.

There are rumors that Capital Eagle was the product of a military program designed to find a suitable candidate, clothe him as a superhero and unleash him upon the public. The Capital Eagle would secretly answer to the federal government but would avoid outright ties with them, so as to make him seem more like a ‘man of the people.’ The Eagle would, hopefully, even be invited into other groups, such as the JLA or the Justice Society, where he would serve as the government’s mole. Whether or not this is true — or if these stories are just the ramblings of conspiracy theorists on the internet — is unknown at this time.
